AIM

The general objective of the European Integration Fund (IF) is:

"To support the efforts made by the Member States in enabling third-country nationals of different economic, social, cultural, religious, linguistic and ethnic backgrounds to fulfil the conditions of residence and to facilitate their integration into the European societies."

 

The specific objectives are the following:

  • Facilitation of the development and implementation of admission procedures relevant to and supportive of the integration process of third-country nationals.
  • Development and implementation of the integration process of newly-arrived third-country nationals in Member States.
  • Increasing of the capacity of Member States to develop, implement, monitor and evaluate policies and measures for the integration of third-country nationals.
  • Exchange of information, best practices and cooperation among Member States.
     

TARGET GROUP

The Fund shall primarily focus on actions relating to the integration of newly arrived third-country nationals.

Third-country nationals who are on the territory of a third country and who are complying with specific pre-departure measures and/or conditions set out in national law, including those relating to the ability to integrate in the society of this Member State fall under the scope of this Decision.

Third-country national means any person who is not a citizen of the Union within the meaning of Article 17(1) of the Treaty establishing the European Community.

Third-country nationals who have applied for asylum in respect of which a final decision has not yet been taken, or enjoy refugee or subsidiary protection status, or qualify as refugees shall be excluded of the scope of the IF.

FINANCING

A total of EUR 825 million has been reserved for the Integration Fund for the period 2007-2013. Resources are distributed annually among the Member States on the basis of objective criteria that reflect the burden that every State assumes in the integration of third country nationals.

The project budget is distributed as follows:

  • 75% of the total cost of the project is financed by the European Fund for the Integration of Third-Country Nationals.
  • 25% the remaining co-funding will be covered by the state financing, whether public or private.

PLANNING

The Ministry of Employment and Social Security, through the Department of Migrations is responsible for the implementation of IF national actions in Spain during this period.

These actions will be developed following the multi-annual programming strategy (2007–2013) that establishes the usage given to the resources received annually.

The selected actions may include several of the above objectives. Moreover, projects should not overlap with the European Social Fund or the European Refugee Fund.

In order to assure major transparency, diffuse the eligible actions and ensure equal opportunities in access to co-financed programs, the Department of Migrations does the following communication:

  • Information events:

    • 2010. Information briefings

      Two information sessions were held on April 7, 2010, in the Hall of the Ministry, addressed to potential beneficiaries of the IF, with the participation of 138 entities.

    • 2009. Information briefings

      Four information briefings were conducted on 22 and June 23, 2009, in the Assembly Hall of the Secretariat General of Immigration and Emigration, addressed to potential beneficiaries of the IF, with the participation of 124 entities.

  • Training seminar

    Conference "The integration of immigrants and asylum seekers supported by EU funds: shared experiences."

    Held in Madrid on December 10, 2009.

    This seminar provided information to potential beneficiaries, stakeholders and general public on European funds related to the Immigration and shared experiences (which were carried out with this european financing).
